Advanced Diploma in Human Resource Planning and Development
THE PROGRAMME
Advanced Diploma programme conducted by Institute of Applied Manpower Research is unique in its approach in assisting middle and junior level personnel of the Government, parastatals, private sector and academic institutions currently working or who are likely to work in the future in planning for human resources. As planning is inevitably bound with projection and forecasting, it requires sound knowledge of these techniques in the area of economic, educational and social development. However, there is no formal degree education for planners and they are left groping in the dark as to how to deal with issues of strategic importance. The programme aims at filling this lacunae, by providing a firm grounding in the core areas of planning and development of Human Resource with focus on providing a holistic perspective, problem solving skills and adding value to self as well as to the organization.
FEATURES
The programme is special for its
Assumption that in-service education is the best means of making education relevant to the needs of participants from different countries.
Curriculum is designed to keep up with the global changes with issues of particular importance to developing countries.
Brings together in-service government officials of countries from Central and Eastern Europe, Caribbean, Africa, East Asia, Central Asia and South and South East Asia.
Use of judicious mix of teaching methods based on lectures, workshops, group discussions, case studies, exercises, term papers, and project work. In addition study tours to various academic institutions are arranged to provide first hand information and experience in fields related to Human Resource Development practices.
Continuous evaluation of participants.
The programme aims to provide a theoretically – based overview of the field of human resource planning and development. The participants will study the social, economic and political processes and trends underlying provision and practice in this area. In addition it aims to enhance the analytical capabilities of the participants.
Specific objectives of the programme are:
To familiarize the participants in assessing nature and characteristics of available human resource.
Acquainting them with the basic conceptual and methodological issues in human resource planning, development and utilization
Providing an insight into the nature and characteristics of labour market information systems and the techniques of training in labour market analysis.
Developing a sensitive appreciation of the importance of the contextual settings of HRD especially as they relate to developing and transitional countries.
The programme provides quality education to professionals from developing countries for strengthening their understanding of contemporary developments in the field of human resources and to critically appraise them in the light of their own professional roles and experiences.
The programme is divided into three semesters of three months each. Learning is channeled along five modules, namely, (i) Human Resource Planning (ii) Human Resource Information System (iii) Human Resource Development (iv) Employment Policies and Programming and (v) Educational Planning. In addition, participants have to work on a project report with a presentation towards the end of the programme.

PEDAGOGY
The methodology adopted for the Course comprises of Lectures, Panel Discussions, Seminars and Workshops, Exercises, Tutorials and Group Discussions, Simulation and Audio Visual presentations. The medium of instruction is English.
PROJECT WORK/DISSERTATION
Participants are required to prepare a project report/dissertation on a topic chosen within the framework of the Programme and under the guidance of a faculty member (called supervisor) and a committee constituted for the purpose. The Project report is a mix of qualitative and quantitative approaches. A committee of experts evaluates the reports and it carries double weightage compared to any other module. Subsequently, these documents are edited and published by the Institute for a wider circulation among academia and country Governments.
STUDY TOURS/FIELD VISITS
An integral part of the programme is its study tours/field visits that are scheduled in each semester. The participants are taken to various academic, professional, manufacturing as well as administrative organizations. Such visits allow the participants to have first hand information and experience in fields related to HRD techniques and practices, civil service personnel policies and programmes.
ELIGIBILITY REQUIREMENTS
Admission is open to candidates from all countries. Eligibility requirements are:
Senior Secondary School Certificate/‘A’ level
Three year's working experience
Proficiency in English language
Nomination through the National Government
Admission of candidates who do not meet the stipulated requirements may be considered if satisfactory evidence of study, research and professional experience is provided.

Admission is open to senior and middle level officers/managers of the Government, parastatals private sector organizations and academic institutions including universities and research organizations who are currently working or are likely to work in the future in any of the following activities will benefit from the Programme.
